When you're able to surface, climb out of the water on the right. At ground level, check out the ground by the southern wall of this building to find a Survival Cache 01/06. You'll then spot a container of cloth, the Explorer Satchel (1/2) for this area, and another relic (2/10), a Soldier's Pendant from The Athanatoi set. (Click screenshot to enlarge.)
